Northeast Asian Creative Technology Zone of Jilin Province, which is under the direction of the national cultural industry policy, is the wholly owned private invested and the largest cultural industry key gathering area in the northeast of China, depending on the national strategy of “Chang Ji Tu”, a high-end cultural industry incubation platform serving to the northeast Asian area. Located in Changchun National Hi-tech Industrial Development Area, with an area of 200,000㎡ and a planning construction area of 450,000㎡. The building area of East Phoenix City Education Science & Culture Industry Park, the Industry transferring base, is about 1.5 million ㎡.

The Northeast Asian Creative Technology Zone comprises six industrial centers. They are comic and game industrial center, creative design center, new digital media industrial center, software and service outsourcing industrial center, finance investment industry center and education training center. Lots of cultural industry leading enterprises and famous companies of Jilin Province have chosen the Northeast Asian Creative Technology Zone as their company location. There are almost 200 companies in the zone. Nearly 70% of these companies are creative design companies which the total number has over 140. The enterprises about financial platform and cultural and commercial facilities are over 50 which are about the 30% of total companies.

In 2012，Northeast Asian Cultural & Creative Technology Zone was selected to become one of the national test cultural industry parks by the Ministry of Culture, become the national science and technology business incubator by the National Science and Technology Ministry, become the national practice and internship base for college students by the Ministry of Education.
